Mayor Bowser Names Lionel Sims Director of Office of Labor Relations and Collective Bargaining

(Washington, DC)–Today, Mayor Muriel Bowser announced Lionel Sims as Director of the Office of Labor Relations and Collective Bargaining.

“Lionel Sims will lead my Administration’s labor and collective bargaining efforts as the principal management advocate,” said Mayor Bowser. “Sims has a wealth of experience in labor and employment law, as well as providing high-quality guidance to Washington, DC government agencies, which will make him an asset for District labor management.”

“I am thankful that Mayor Bowser has entrusted me to lead the office that represents the District government during the labor and collective bargaining process,” said Sims. “I look forward to working closely with all sides as the Bowser Administration continues its push to create more pathways to the middle class.”

Sims most recently served as General Counsel to the Child and Family Services Agency where he oversaw the Office of General Counsel regarding labor and employment, contracts and a myriad of legal matters. Prior to that role, Sims served in the DC Office of the Attorney General in the Personnel and Labor Department as an Assistant Attorney General – Trial Attorney where he advised on labor and employment matters for various agencies of the District of Columbia. From 2009-2010, Sims also served as Chair of the Traffic Adjudication Appeals Board. Before moving to the District, Sims was elected President of the Wolverine Bar Association in his home state of Michigan where he has several years of experience in labor and employment law and has served as General Counsel for public and private entities.

Sims holds a Juris Doctor from the University of Detroit Mercy Law School and a Bachelor of Science from Wayne State University in Business Administration.

Sims will begin on Monday, July 20.
