Mayor Bowser to Celebrate Completion of the Elle, Downtown DC’s First Major Office-to-Residential Conversion

(Washington, DC) – On Thursday, July 11 at 11 am, Mayor Muriel Bowser will be joined by Downtown DC’s newest residents to celebrate the opening of the Elle apartments, the first large-scale office-to-residential conversion in the Golden Triangle Business Improvement District. During the event, Mayor Bowser will also announce the District’s new “Office to Anything” program, also known as the Central Washington Activation Conversion Program. The Office to Anything program will allow the District to incentivize the repositioning of vacant office buildings for uses such as retail, restaurants, and hotels. 
 
This transformative redevelopment project, led by Willco, converted the former Vanguard office building and longtime home of the Peace Corps, into a 163-unit residential property with 8,000 square feet of ground-floor retail strategically located in the Golden Triangle. The District has been recognized as a national leader in office-to-residential conversion projects. In addition to the Elle, there are 11 other projects in the development pipeline that will deliver over 2,300 housing units to Downtown DC.
