(Washington, DC) Today, Mayor Muriel Bowser announced a series of appointments in her Administration:
David Do, to be Acting Director of the Department For Hire Vehicles (DFHV).
Mr. Do previously served as Director of the Mayor’s Office on Asian and Pacific Islander Affairs (MOAPIA). A seasoned community advocate and a champion for neighborhood and constituent engagement, Mr. Do brings to his new role experience working with numerous businesses and community-based organizations around the District, including his promotion of capital improvement grants during his previous tenure at the Office of the Deputy Mayor for Planning and Economic Development (DMPED). Mr. Do earned a Bachelor of Arts in Economics from the University of California Merced and a Master of Community Planning from the University of Maryland, College Park.
Elliot J. Tommingo, to be Acting Director of the Mayor’s Office of Veterans Affairs (MOVA).
Prior to becoming the Interim Director of the Mayor’s Office of Veterans Affairs, Mr. Tommingo served as a MOVA Outreach Specialist and Public Information Officer, where he drove online messaging, event coordination and partnerships. He is currently a Major in the United States Marine Corps (USMC) Reserves. In 2006, Mr. Tommingo enlisted in the USMC Reserves while attending Iowa State University. Upon graduating in 2009 with a Bachelor of Arts in Political Science, Lance Corporal Tommingo was commissioned as a Second Lieutenant and began active duty service. After graduating the Basic School and Communications Officer Course in Quantico, Virginia, Second Lieutenant Tommingo was stationed throughout US Pacific Command from 2010 to 2013 serving in Japan, the Republic of Korea (ROK), and the Philippines. He supported multiple humanitarian missions and assisted the ROK and Filipino militaries with defensive operations. From 2013 until 2016 Captain Tommingo was stationed in the National Capital Region with Marine Corps Combat Development Command as a Requirements Officer overseeing the USMC software programs. Captain Tommingo left active duty service in July 2016 and returned to the USMC Reserves as the Communications Officer for Marine Wing Support Squadron 472.
In addition to these appointments, Mayor Bowser also announced nominees for the Commission on Nightlife and Culture and the Green Bank Authority Board of the Directors.

Ris Lacoste, sexual harassment prevention member: Ms. Lacoste is one of the most respected and dedicated chefs working in Washington DC. She has earned her reputation built upon high-quality ingredients, bold innovative technique, and food that is both familiar and simply delicious. She is also an advocate for the prevention of domestic violence and sexual assault.
Nominee for the Green Bank Authority Board of the Directors
Hannah Hawkins, finance, project management and legal services member: Mrs. Hawkins is the Deputy Tax Legislative Counsel at the United States Department of the Treasury. As an Attorney Advisor at the Department of the Treasury, Ms. Hawkins worked on projects that dealt with energy and excise tax matters as well as various other tax incentives. This included advising and developing guidance on tax issues associated with all energy sources, energy efficiency investments, alternative fuels, taxable fuels (gasoline, kerosene, diesel, etc.), utilities, heavy trucks and tires, transportation by air, and Trust Funds, as well as new markets and historic rehabilitation tax credits.
