Mayor Bowser Announces Key Appointments

(Washington DC) – Today, Mayor Bowser made a series of personnel announcements, nominating Dr. Christopher Rodriguez as Acting Director of the DC Homeland Security and Emergency Management Agency and appointing Jenny Reed as Director of the Office of Budget and Performance Management and Anu Rangappa as the Communications Director in the Executive Office of the Mayor.

Acting Director of the DC Homeland Security and Emergency Management Agency
Christopher Rodriguez served in the Central Intelligence Agency’s (CIA) Directorate of Intelligence for over a decade, with permanent and temporary deployments to Europe, Latin America, Africa, and the Middle East. At the CIA, Rodriguez was a senior analyst and manager on counterterrorism and global economic and energy security. From 2009-2011, while deployed to the U.S. Embassy in Brussels, Rodriguez was a key U.S. interlocutor with the European Union. He served in Iraq in 2006 and 2007 and has traveled to over two dozen countries.

Rodriguez has been recognized with several awards from the CIA and the Director of National Intelligence for his leadership and professional achievements, both in the U.S. and abroad. Most recently, Rodriguez was Director of Homeland Security for the State of New Jersey, overseeing all of its counterterrorism analysis and investigations, cybersecurity operations, and emergency preparedness functions. Rodriguez holds a bachelor’s degree from Williams College and a master’s degree and a doctorate from the University of Notre Dame.

Director of the Office of Budget and Performance Management
Jenny Reed most recently served as the Mayor’s Chief Performance Office, leading the Office of Performance Management. The Office of Performance Management, now combined with the Office of Budget and Finance as part of the Office of Budget and Performance Management, uses data, strategic planning, and innovation to continuously improve DC Government programs and services. Reed first joined DC Government in 2015 as the Mayor’s Deputy Budget Director. Prior to that role, she spent nearly eight years at the DC Fiscal Policy Institute where she served as Deputy Director.

Reed is widely recognized as an expert on the DC budget, affordable housing, poverty and income trends, and tax policy. Her research has contributed to a number of important budget and policy outcomes, including increased funding to address the city’s affordable housing shortfall, improved public access to key DC budget information, and improvements to policies governing the city’s financial reserves. Reed also served as a member of the Board of Commissioners for the DC Housing Authority, appointed to the Board by the DC Consortium of Legal Service Providers, and served in the Housing Advocate position. She holds a bachelor’s degree in psychology from the University of Rhode Island and a Masters in Public Policy from George Washington University.

Communications Director
Anu Rangappa specializes in strategic communications that focus on centralized messaging operations and community engagement. She has a record of proven success in reaching and influencing multiple stakeholders through traditional and new media channels, built over 15 years working on profile-development issue campaigns, call-to-action programs, and rapid-response crisis situations.

Most recently, Rangappa served as Senior Advisor for General Election Strategies at the Democratic National Committee. In this capacity, she managed relationships with elected officials, local activists, and reporters in all 50 states and more than 200 media markets. She also served as an account lead at the Dewey Square Group, where she designed and implemented public campaigns for political, corporate, nonprofit, labor union, and trade association clients, building on experience gained working on multiple presidential campaigns and in the White House. Rangappa holds a bachelor’s degree in government from the College of William and Mary.
