Provision Similar to Agreement Used for Construction of Nationals Park

WHAT/WHO:  Mayor Vincent C. Gray, City Administrator Allen Y. Lew, DC United
Managing Partner Jason Levien, National Building & Construction Trades Council Secretary-Treasurer Brent Booker, and Department of Employment Services (DOES) Director Lisa Mallory will announce and sign a Project Labor Agreement (PLA) for the construction of the proposed DC United Soccer Stadium in Southwest.

BACKGROUND:  In late July, the District government and DC United signed a public/private partnership agreement to build a state-of-the-art $300 million, 20-25,000-seat soccer stadium at Buzzard Point, just across from the South Capitol Street home of the Washington Nationals. The PLA being signed tomorrow is a powerful tool to ensure “first priority” employment and federal Davis-Bacon wage rates for District workers. The agreement also clears the path for local business participation. It is structured similarly to the PLA used for construction of Nationals Park.
