BACKGROUND:                 As part of his agenda to get unemployed District residents back to work, Mayor Gray launched the One City ● One Hire program in September. The effort – carried out through the District’s Department of Employment Services – connects job seekers with employers who commit to hire at least one qualified, unemployed DC resident and provides support – such as screening and on-the-job training (OJT) incentives – to participating employers. The program’s overall goal is to get 10,000 District residents back to work.
