Mayor Bowser Announces Three Senior Administration Officials

Today, Mayor Muriel Bowser announced the appointments of Eugene Kinlow, as Director of the Office of Federal and Regional Affairs; Michelle Bonner, as Director of the DC Corrections Information Council; and the reappointment of Sandra Mattavous-Frye, as People’s Counsel.

“The District is fortunate to have these passionate and experienced public service professionals working on their behalf,” said Mayor Bowser. “Together, we will continue to serve the residents of the District of Columbia by creating pathways to the middle class in all eight wards.”

Eugene Kinlow is Senior Strategist at Dragon/ Unicorn Strategies and Solutions where he works on community engagement strategies for businesses and non-profits.  Previously, Kinlow served as the Public Affairs Director for DC Vote, where he strengthened relationships with key opinion leaders, elected officials, community members, and coalition partners in an effort to bring full voting representation to the residents of the District of Columbia.  Kinlow is a board member and Vice Chairperson of the Washington East Foundation and active in community building efforts citywide.  He has worked as a trustee and board member on behalf of numerous organizations dedicated to quality of life in the District, including the Anacostia Coordinating Council, Anacostia Riverkeeper, College Bound, Cultural Tourism DC, Community Harvest, the Committee of 100 on the Federal City.  He is also a former Commissioner of the D.C. Commission for National and Community Service.  Kinlow resides in the Bellevue section of Ward 8 and is a graduate of the University of the District of Columbia. 

Michelle Bonner recently served as Chief Counsel of the Defender Legal Services, overseeing all policy issues, legal matters, and funding resources on topics important to the indigent defense community. Bonner previously served as Auditor of the Department of Justice-Certified Prison Rape Elimination Act, as well as a Trial Attorney for the Public Defender Service for the District of Columbia.  Prior to those positions, she served as a Teaching Fellow with Georgetown University Law Center’s Criminal Justice Clinic representing clients charged with criminal offenses in Superior Court of the District of Columbia.  Bonner also serves as the Co-Chair of the Reentry and Collateral Consequences Committee of the American Bar Association. She previously served as Board Chair of the Corrections Information Council from 2012 - 2014.  Bonner earned a bachelor’s degree from The John Hopkins University and a Master of Science for the London School of Economics and Political Science in Criminal Justice Policy.  A graduate of Stanford Law School, Bonner is a member of the District of Columbia and Maryland Bar and resides in Ward 7.

Sandra Mattavous-Frye has served the People’s Counsel in the Office of the People’s Counsel of the District of Columbia since July 2011.  Mattavous-Frye has a long and distinguished career in the Office of the People’s Counsel, including 11 years as Deputy Director, and several other critical positions, including Director of Litigation (1992-1999), Energy Section Trial Supervisor (1987-1991) and Senior Attorney (1984-1987). Mattavous-Frye is a Ward 5 resident and a graduate of Howard University, earning a bachelor’s degree in communications and Juris Doctor from the Antioch School of Law. She has attained bar admission in Washington, DC and Maryland, as well as the United States Supreme Court and the District of Columbia Court of Appeals. Mattavous-Frye’s appointment will be submitted to the Council of the District of Columbia for approval.
